Minutes of the Nineth Technical Committee Meeting on Competition System

Held on 20 March 2000, 7pm at Meeting Room No. 6 of Sports House

 

Item 2 E-Cards

  1. TS reported that competitors could not buy the e-cards they used in the Champions League Event 1999/2000 since these e-cards were subvented by HKSDB.

  1. After discussion, the meeting agreed that competitors of Champions League Events 2000/2001 could buy their new e-cards at a approximate cost of HK$300. They could also hire an e-card at HK$50 and an addition of HK$250 deposit will be charged. This deposit will be refunded upon their returning the e-cards to OAHK within one week after the last Champions League Event.
  2. TS reminded all competitors of League Events 1999/2000 to return their e-cards to OAHK.

Item 3 Event and Official Registration

  1. TS reported that OAHK had received the registration of events for the year 2000/2001 from HKOXCC, AYP and HKOC. Clubs were reminded to submit their event registration on or before 31 May 2000. TS also reminded that there should have 2 weeks time in between two events for the organising of Colour-coded or Champions League Events.
  2. YAOC had already submitted the Event Report of Champions League Events and Open Events held on 9 January 2000 at Ngong Ping. The course setters, mapper, controller and organisers of these 2 events were eligible to re-register after 2001.

Item 4 Mapping

  1. TS reported that the Technical Committee on Mapping had amended the selection method of the Best Map Award. The committee had selected 3 maps for clubs to vote as the Best Map Award. These 3 maps were Yuen Shan, Wong Kung Tin and Ngong Ping, Lantau Island. The main selection criteria was the correctness of the map. Clubs could also submit to TC the nomination of other maps produced by other clubs.
  2. TS reported that OAHK would coordinate and produce the legend for distribution without any charge. Except the special symbol, legend need not printing on maps in future.

Item 5 Champions League Event

  1. TS said that he had approved a Champions League D18 competitor to be the guest runner in DE class at the last League Event and she got the 4th place.
  2. Thanks to the organising clubs of Champions League Events : HKOXCC, YAOC, AYP, AKIN and HKOC.
  3. TS said that the course length, climb and the expected winning time of each class was not stated in the event information of the 3rd to 5th League Event. After discussion, meeting agreed that the course length and climb of the Champions League Events should be stated in the event information, while the organiser could decide whether or not to put the expected winning time in event information.
  4. Meeting agreed that there had no amendment on the entry form of Champions League Events.

Item 6 Competition System

  1. TS said that a new class "H45" would be added in next competition year.
  2. The Champion of each class in Champions League Ranking could join the "E" class, they could also run in their age or they could write to TC to apply to run in a upper class.
  3. The runners of "E" class should retain in "E" class according to their scores. They could only run in their age class if they could not retain in "E’ class.
  4. TS said that for those ranked 2nd and 3rd in Champions League with very little score difference, he would also send invitation to them to join "E" class.
  5. For those runners who could not retain in Champions League Events because of little score owed, TC could decide whether to retain them in League.
  6. TS said that about 93 competitors could be retained in League Events in next competition season. Together with those promoted from Colour-coded Events, there were about 178 competitors in Champions League.
  7. TS said that about 10 competitors could not retained in League Events because of little score owed, some of them won the champion in first event but could not join the other League Events. TS proposed to invite these competitors to join Champions League Events continuously next year.
  8. All 5 competitors in D35 class could retain in Champions League because of examinations, TS proposed to invite the only one competitor who rank in Colour-coded Event to join the Champions League.
  9. Ms. Konie Chiu would not be eligibled to have prizes at the last Colour-coded Event since she had join the Champions League Events No. 4 & 5 as recommended by TCC. The meeting said that she might retain in League since her average score is above 600.
  10. After discussion, the meeting agreed that starting from 2001/2002, the number of participants in class "21" of Champions league Events would be widen to 30 persons. If the number of participants was more than 30, priority would be set as follows :

    1. Those who dropped from "E" class in Champions League
    2. Those who could retain in class "21" in Champions League
    3. Those runners of class "20" who could be promoted to class "21" in Champions League
    4. Those runners of class "21" in Colour-coded Events who could be promoted to Champions League
    5. Those runners of class "20"in Colour-coded Events who could be promoted to Champions League

It would be discussed at TC if the number of participants were still more than 30 after using the above method.

Item 7 Any Other Business

  1. TS said that a member proposed to post the event information in OAHK web site in order to save resources. The meeting said that the number cloth should be sent together with the event information to all League runner at the first event. From the second event onwards, the e-card information, start and finish procedure could be posted on OAHK web site and need not send to competitors.

二. 電子控制咭

    1. 技術秘書報告賽員不能購買他們於1999/2000年度錦標聯賽所用過之電子控制咭,因為該些電子控制咭是由香港康體發展局資助的。
    2. 經商討後,會議通過2000/2001年度錦標聯賽之賽員可以約港幣三百元購買全新之電子控制咭,他們亦可以港幣五十元租用電子控制咭,另加二百五十元按金,若賽員於最後一場比賽後一個星期內歸還電子控制咭,則予以退回按金。
    3. 技術秘書提醒所有1999/2000年度聯賽之賽員歸還電子控制咭予總會。

三. 賽事及工作人員之註冊

  1. 技術秘書報告總會收到香港定向越野會、香港青年獎勵計劃及香港野外定向會2000/2001年度之賽事註冊。請各屬會於2000年5月31日或之前提交賽事註冊。技術秘書亦提醒色級賽或錦標聯賽,兩場比賽之間需相隔兩個星期舉辦。
  2. 青進野外定向會已提交於2000年1月9日假大嶼山昂平舉行之錦標聯賽及公開賽之賽事報告。上述兩項比賽之路線設計員、繒圖員、控制員及主辦者均可以於2001年後再行註冊。

四. 地圖

  1. 技術秘書報告技術(地圖)委員會已就最佳地圖獎之選拔方法作出修改,委員會已挑選出三張地圖予屬會為最佳地圖獎進行投票。選出之地圖分別為圓山、黃公田及大嶼山昂平,主要之遴選標準為地圖之準確度;屬會亦可提名由其他屬會製作之地圖予技術委員會。
  2. 技術秘書報告總會會統一及製作圖例,並會免費派發;除特別符號外,圖例將不需要印在地圖上。

五. 錦標聯賽

  1. 技術秘書表示他批准一名錦標聯賽女子18歲組別之賽員,在最後一場聯賽女子"E"組之作客席賽員,她並取得第四名。
  2. 會議向主辦錦標聯賽之屬會致謝,包括香港定向越野會、青進野外定向會、香港青年獎勵計劃、同社及香港野外定向會。
  3. 技術秘書表示第三場至第五場錦標聯賽之賽事須知中未有註明各組之路線長度、攀升及預計勝出時間。經商討後,會議通過錦標聯賽之路線長度及攀升必須在賽事須知中註明,而主辦單位可以自行決定是否在賽事須知中註明預計勝出時間。
  4. 會議通過錦標聯賽之參加表格不會作任何修改。

六. 賽制

  1. 技術秘書表示下年度之比賽將加入"男子45歲"組。
  2. 在錦標聯賽排名之各組別之冠軍可以參加"E"組,他們亦可參加所屬之年齡組別,或可去信技術委員會申請參加較高級之組別。
  3. 參加"E"組之賽員應該就他們之得分而於"E"組留級,他們若未能於"E"組留級則只可以參加所屬之年齡組別。
  4. 技術秘書表示於錦標聯賽中排名第二及第三而在得分中只與冠軍有少許差別者,他亦會邀請他們參加"E"組。
  5. 因為尚欠少許得分而未能維持參加聯賽資格之賽員,技術秘書考慮維持他們參加聯賽之資格。
  6. 技術秘書表示約有93名賽員能維持參加下個賽季之聯賽,加上由色級賽中升級的賽員,來年之聯賽將會約有178名賽員。
  7. 技術秘書表示約有10名賽員因為尚欠少許得分而未能維持參加聯賽之資格,部份於第一場聯賽贏取冠軍而因考試未能參加其他賽事,技術秘書建議邀請他們於明年繼續參加聯賽。
  8. 女子"35歲"組別之全部5名賽員均可維持參加聯賽資格,技術秘書建議邀請唯一在色級賽中"35歲"組別排名之賽員參加聯賽。
  9. 由於招玨礪被訓練及教練委員會提名參加第四場及第五場聯賽,所以於最後一場色級賽中她不會獲發任何獎項;會議表示由於她之平均分超過600分,所以有機會維持參加聯賽之資格。
  10. 經商討後,會議通過由2001/2002年度開始,錦標聯賽中"21"歲組別之參加人數增至30名,如參加人數超過30名,優先次序訂立如下:

  1. 於聯賽"E"組中降級者
  2. 於聯賽中維持於"21"歲組別者
  3. 於聯賽中由"20"歲組別升至"21"歲組別者
  4. 於色級賽中"21"歲組別能升級至聯賽者
  5. 於色級賽中"20"歲組別能升級至聯賽者

如經過上述條件篩選後參加者仍超過30名,則於技術委員會商討。

七. 其他事項

  1. 技術秘書表示有會員建議將賽事須知刊載於總會網頁中以節省資源,會議表示號碼布及賽事須知應該於第一場聯賽一併寄於各賽員,由第二場聯賽開始,電子控制咭資料、出發及終點程序可以刊載於總會網頁上而無需寄予各賽員。
